Chapter Realignment Engine

Five short narrated recordings of the live app, in order — from picking a region to exporting a scenario. Press play for the voiceover; subtitles are on by default.

1 · Getting Started

Pick a division and region, then tour the four views: Chapters, Move planner, Impact view, Region shapes.

Drag the map to pan. Scroll or pinch to zoom, or use + and −. Reset View fits the counties again. Box Select still selects a group.

2 · Move a County

Click a county on the map. Choose Destination Division, Destination Region, and a receiving chapter, or Chapter To Be Discussed. Review the preview and apply.

3 · Move Several Counties at Once

Use ▭ Box select to drag a rectangle over counties, then move the whole group to one chapter.

4 · Auto-Balance the Region

Open Actions → Scenario Assistant, set factor weights, run ⚡ Balance it, and apply the suggested moves.

5 · Save, Compare & Export

Save a named scenario, compare it side by side with the baseline, and download the moves as CSV.

Scenarios do not change Red Cross geography or source data.

Pick a division and region from the dropdowns at the top — the chapter map draws every county in the selected region.

Governance boundary: REALIGN is for management discussion and scenario modeling only. Scenario moves never update Red Cross geography, AGOL source layers, or canonical data.

Views: Chapters (region counties colored by chapter), Move planner (preview one move), Impact view (baseline vs scenario totals), and Region Shapes (division regions colored by region).

Moved counties are highlighted in amber on the map and in the table. Reset All clears every scenario move.

From the table: change a county's chapter dropdown — totals recompute instantly.

On the map: click a county to open its editor card, pick a Region then a Chapter, see the before/after preview, then Apply.

Several at once: Shift / ⌘-click counties to build a selection, or use ▭ Box select to drag a rectangle. The popup then moves them all to one chapter — no trip to the table.

The Region dropdown lets you move counties to any region's chapter, not just the one you're viewing.

Alt / Option-click a county to cycle it straight to the next chapter (wraps around) — fast what-ifs without the popup.

Clear selection drops the selected-county highlight without resetting any scenario moves.

The Colors picker (top bar) switches palettes. American Red Cross uses the muted report palette; moved counties always use the amber highlight.

Every chapter shown in the map and legend gets its own color. If a region has more chapters than the selected pack, the app generates extra hues so the legend never reuses the same color for two chapters.

Colors are set when you load a region and stay stable while you edit.

Open Scenario Assistant → ⚡ Balance it. It searches for the most balanced split and shows a preview; nothing changes until you Apply scenario moves.

Weights: set each factor (Population, Real estate, Home fires, Donors, Biomed, Smoke alarms, County count) to Strong / Medium / Light / Omit. Balance score is the weighted spread across chapters — lower is better.

Active chapters: uncheck a chapter to drop it (e.g. 5 → 4); its counties are redistributed among the chapters left active.

Keep counties contiguous keeps each chapter geographically connected. Lock a county (in its popup) and Auto-Balance will never move it.

It's plain math on this machine — no AI model, no network.

↶ Undo / ↷ Redo (change tracker, or ⌘Z / ⌘⇧Z) step through every move you make.

Lock (county popup) pins a county so Auto-Balance leaves it alone; locked counties show a dashed outline. Locks clear when you switch regions.

Save Scenario stores a named version of your current moves for this region.

Compare scenarios puts two side by side — Baseline, your live edits, or any saved scenario — with a per-chapter table and the list of counties that differ.

Hover any county to see its metrics vs its chapter's per-county average (▲ above / ▼ below / ≈ near).

Print PDF sits next to Save Scenario above the map and downloads a finished scenario PDF. The developer Matplotlib packet path remains available in the repo for deeper print production.

Export moves CSV downloads a scenario discussion table: FIPS → scenario chapter/ECODE, with the baseline it moved from. It is not an official update instruction.

Scenario totals are calculated from the configured read-only county mirror. Moving a county changes scenario totals; it does not change the underlying source data.

Privacy note: donor, volunteer, incident, smoke alarm, and other sensitive row-level records are not exposed in this app. The app receives county-level aggregate fields only.

Approved geography override — September 2026: Marion, Lewis, Clark, and Ralls counties, Missouri, are temporarily shown in the Missouri and Arkansas Region, ARC of Central and Northern Missouri, Southwest and Rocky Mountain Division. Official master assignment still shows Illinois Region / ARC of South and West Central Illinois. This app-side override reflects an approved governance decision while the official master geography catches up. All REALIGN filters, rollups, maps, comparisons, scenario math, and exports use the effective assignment shown here. Remove the override when the official master layer matches it.

QA note: fields marked pending are intentionally displayed as unavailable until a source layer, county rollup rule, and refresh stamp are approved.
